Here is Judge Julian Hall. He is a judge who seems to think that the abuse of children is not a serious enough crime to warrant a custodial sentence. He fails to understand the long lasting impact these evil offences have on the young and vulnerable child survivors. The sentences are quite simply a insult to the victims involved.

Below are some examples and quotes of some of his more questionable judgements 

2007 – Judge Hall jailed window cleaner Keith Fenn, 25, for just two years for raping a ten-year-old girl who looked “provocative”. The judge added “It is quite clear she is a very disturbed child and a very needy child and she is a sexually precocious child. She liked to dress provocatively. “Did she look like she was 10? Certainly not. She looked 16.”

February 2007 – A paedophile who sexually abused a six-year-old girl has been set free by a judge who suggested he give his victim money to “buy a nice new bicycle”. Eric Cole, who had already served jail terms for sex attacks, admitted putting his hand down the girl’s trousers as she stood in her garden. Judge Julian Hall told him: “In criminal terms, what you did was quite mild”, before giving the 71-year-old a suspended sentence and fining him £250

2007 – Judge Julian Hall allowed Brian Haines to walk free despite being convicted of molesting a girl of 11 he was babysitting. The petrified child needs counselling and is too afraid to step out of her front door after the judge told her 71-year-old attacker he didn’t need to go to jail.

He admitted sexual assault on a girl under 13. But Judge Hall gave him a three year supervision order, placed him on the Sex Offenders’ Register for five years, and banned him for life from working with under-16s

October 2004 – Judge Julian Hall throws out a historical paedophile case despite numerous witnesses. It is ‘stale’ he said.

January 2005 – A paedophile priest, Alexander Bede Walsh, convicted but spared jail. Judge Hall comments: “It is difficult to imagine a more admirable and productive life.” He given a two-year community rehabilitation order after admitting 18 child abuse images offences. Walsh was jailed for 22 years in 2012 for abusing 8 young boys in care

Febuary 2006 – A 26-year-old father of three was convicted at Oxford Crown Court of having sex with a 13-year-old girl. Judge Hall was given a two-year community order and told to attend a sexual offenders’ rehabilitation programme. Judge Hall added “you should of known better”

December 2006 – Ron Smith, A former Olympic Games judge and convicted paedophile, was jailed by Judge Hall for a mere three years for six sex offences against minors. Hall told Smith “It is quite clear that you were a star in your world. It is quite clear that you have made a most positive contribution to the lives of many children, particularly in the field in which you are a specialist, but you abused the trust of some of them”. During the trial, the court heard about incidents between 1982 and 1986 involving three victims aged between just 10 and 13 yrs old at the time.

March 2008 – A 17 yr old child abuser, (name witheld) is sentenced to a 3-year non-custodial, supervision order after being found guilty of sexually abusing two young children (both under 10 yrs old)

February 2009 –  Controversial judge Julian Hall today let a teacher who had sex with a 15-year-old boy walk free after saying he wasn’t sure she harmed him. Catherine Armstrong, 33, had promised the boy a “birthday bonk” for his 16th and had sex with him several times while he was still 15. Judge Hall gave Armstrong a 12-month prison sentence but suspended it for two years after calling the case unique. He said: “I find it impossible to decide if he has been harmed by what you did but you shouldn’t have done it.”

June 2008 – A JUDGE sparked outrage yesterday by ruling that an illegal immigrant who sexually abused a young girl for three years was “not dangerous” – and free to stay in Britain. Indian-born Islam, 35, of Oxford, began preying on the victim when she was 12. The dodgy judge says the offender is “not dangerous”. He added “This is not a man who is going to go out on to the street looking to cause harm.”

November 2007 – A FATHER-of-three walked free from court after a judge heard he downloaded abusive videos of children. Graham Evans, 44, admitted two counts of possession of indecent images of children including one level five video – the most serious. Judge Hall said: “There are offenders in this field who better deserve the police and court’s time, and I don’t think you will ever do this again. I don’t think you are a danger to children. I think you’ve learned your lesson.”

Controversial judge calls it a day

A CONTROVERSIAL judge fired a parting shot at his critics as he stepped down, claimed they had shown a ‘profound ignorance of the facts’.

Judge Julian Hall, the resident judge at Oxford Crown Court, has courted national controversy for some sentences during his eight years in the job.

In 2007 he told a paedophile that £250 compensation would buy his six-year-old victim “a nice new bicycle” – while some sex and violent crime sentences have been increased by more senior judges.

Judge Hall told his leaving party this week: “I’ve tried to be positive and constructive in passing my sentences.

“It has sometimes attracted the attention of the Attorney General and the Court of Appeal – but at the moment I’m on a winning streak – and it has got me into trouble with the Press.”

The Oxford resident said the worst criticism was from Internet commentators whose “keyboards are steeped in vitriol”, adding to attacks from news-papers and ‘experts’.

He said they “feel free to pass severe comments in profound ignorance of the facts”.
