Elm guest house was used as a sordid playhouse by a ring of rich and powerful people – Some were allegedly photographed and videoed with children lured from a local children’s home. Those vulnerable children would be plied with drugs and alcohol. One boy was alleged tied up, forced to perform a sex act and made to watch men having sex. Several high level politicians, several police, a judge, bishop and household names off the radio and TV are among those said to have been part of the paedophile ring between 1979 and 1982.
However, the allegations of sexual abuse against children by the rich and powerful were not pursued!

An undercover cop probing VIP child abuse allegations at a gay sex parlour ended up raping a teenage boy, according to sensational new claims.
The victim, who was 16 at the time, has told how he was forced into sex work as a masseur at the Elm Guest House near Barnes in South West London in 1982.
Among the rich and powerful who he says abused him was disgraced former Liberal MP Cyril Smith.
Others said to frequent the guest house included a government minister, a high-ranking policeman, a member of the royal household, an MI5 officer and traitor spy Anthony Blunt.
Authorities were so concerned at rumours of a VIP paedophile ring that Met officers were sent in, undercover, to gather intelligence in 1982.
After a surveillance operation, police, including the alleged rapist police officer raided the property, which prompts the question: Did he tip off Elm guest house and its visitors!
The couple who ran the guest house, Carole and Harry Kashir (pictured below), were arrested along with the teenage masseur and charged with keeping a disorderly house.
But the charges against the boy, who was under the age of consent for homosexuals at the time, were later mysteriously dropped.
Now aged 49 he has come forward to claim that he was raped by one of the officers at Elm Guest House.
And he plans to sue Scotland Yard in what could prove an embarrassing court case for the police.
The ex-masseur, who now runs a successful photographic business, has also told how he feared for his life while being forced to work in the gay sauna and spa with its hugely influential client list.
He is reported to have said he was naive and struggling with his sexuality when his encountered the police approach. He says afterwards he was offered money.
The man says he was pressed into becoming a masseur after staying the night at the Elm without paying. He was allegedly told by boss Carole that clients included politicians and judges.
He reportedly said: “I remember Cyril Smith but I didn’t know he was a politician until I saw his puppet on Spitting Image.
“Carole told me not to let him in the sauna as he had got stuck in there before and they had to take the door off to get him oput.
Referring to the alleged police encounter, he said: “One came round in the first month. He was early 20s, good-looking, not the usual sort who went to the house. He turned out to be one of the officers who later raided the house.”
The man added: “I am considering legal action against the Met.”

The latest revelations come after Labour MP Simon Danczuk published a book exposing child abuse by the former Liberal MP Cyril Smith.
The overweight politician regularly visited the Elm, where he was known as “Tubby” and once had to be freed after becoming stuck in a bath.
Mr Danczuk, 47, has spoken to the witness who was “very nervous”.
Afterwards a solicitor contacted the MP, who represents Rochdale, Smith’s old constituency.
Mr Danczuk told the Sunday People: “The solicitor said the reason he’s not speaking very much about it is because he’s taking action against the Met.
“He says the reason he’s doing that is because he was at Elm Guest House some years ago.
“He says that the Met acted as an agent provocateur when setting up the situation in the Elm Guest House. And the allegation is they raped him. He was 16 at the time so he was a child. And that’s the basis of bringing a case.”
Mr Danczuk said the ex-masseur claims prosecutors were told to drop charges against him at the 1983 court case.
“The police were effectively told, ‘Listen, drop the charges against this lad, you’re implicating yourselves.
‘You’ve gone in there as an agent provocateur and effectively had sex with this lad. You’re implicating yourselves in having committed a crime.’ That’s how he ends up getting dropped.
“He said he was worried about what had happened to Carole and thought she was murdered.”
Mr Danczuk said that during his initial conversation with the witness the man had a guarded attitude about what had happened to him during his time at the Elm Guest House.
The MP added: “He was jittery and not full of confidence. He says he did know Cyril Smith and I tried to get him to talk about him.
“He asked why we were not concentrating on another figure higher up the food chain who visited Elm Guest House.” This was a reference to a former Tory minister.
“He named him but I said we weren’t looking at him because the book is about Cyril Smith.”
Fears of a cover-up by police and the security services around events at Elm Guest House have led to frenzied speculation about goings-on there.

A party was raided by the police in 1982, following which 12 boys gave evidence that they had been sexually abused by men at the house.
Carole died in 1990 in circumstances that are looking suspicious.
The 47-year-old was found dead in bed at her flat.
She was surrounded by injections and insulin bottles and had apparently left two suicide notes.
But an inquest in 2003 later that year threw suspicions on her death and sparked fears of a cover-up that continue to this day.
Some campaigners believe she had photographs that could have implicated powerful figures in a sex scandal.
Two friends of Kasir gave astonishing evidence to the inquest of her death about alleged sexual abuse of children at the guest house
Nine officers raided the North London home of former child protection worker Mary Moss after she initially declined to co-operate with the investigation.
Documents and a laptop were seized. Ms Moss later handed over a further 19 files she had hidden in a neighbour’s shed.
The papers include a list of men who went to ‘sex parties’ in the 80s at the Elm Guest House, Barnes, South West London.
Among those named are 9 MP’s. Others on the handwritten note are two members of the royal household – one a former Buckingham Palace employee – a leading tycoon – owner of a multinational company and two famous pop stars.
One of those is a best-selling musician, but like some others on the list he is not ‘suspected’ of being involved in the sexual abuse of children.

The list was taken at meetings in 1988 between the guest house’s manager Carole Kasir and child protection officials.
Other documents seized are believed to identify 16 boys who were allegedly trafficked to the guest house from local care homes. Police have asked Richmond Council for a full list of children in care at the time.
Officers will also be examining copies of cash receipts and the guest house’s visitor records.

According to reports, an ex-boyfriend of hers, David Isset, admitted: “Carole said she had a load of photos of famous people doing stuff at the guest house.
“The name I remember is that of the fat man, Cyril Smith.
“She said she kept them in a strong box at the Royal Bank of Scotland branch in Richmond.”
Mr Isset claimed Carole told her she had been offered £20,000 for the pictures but thought they were worth more.
But the truth was never revealed before her death.
And some campaigners believe she could have been killed to ensure she took her secrets to the grave.

Leon Brittan (pictured above) – Is he bothered about children being sexually abused? No, not really….
Leon Brittan, the senior minister in Margaret Thatcher’s Cabinet was handed a dossier containing allegations of paedophilia in Buckingham Palace and the diplomatic and civil services says he cannot remember receiving the file.
In November 1983 Sir Leon Brittan, the Home Secretary, was given the dossier by the late Geoffrey Dickens, as part of his campaign and one million strong petition against the Paedophile Information Exchange.
Asked by The Independent last year what the dossier alleged and what action, if any, he took, Sir Leon, a QC and later European Commissioner, replied by email: “I have no recollection of these matters. Sorry!”
The 50 pages of research of Dickens dossier contained information about suspected paedophile rings, police misconduct and multiple abuse of young boys in care homes
In 1984 he revealed he had called for Mr Leon Brittan, the then home secretary to investigate the allegations in his dossier. But there is no evidence Mr Dickens’ findings were ever followed up and the Home Office admits it has no idea where the file is now
Geoffrey Dickens personally delivered a separate file to the Director of Public Prosecutions, Sir Thomas Hetherington, in August 1983. The file contained details of eight prominent public figures who were paedophiles that Dickens had separated out from the later dossiers.
Dickens stated: “I’ve got eight names of big people, really important names, public figures. And I am going to expose them in Parliament.”
Dickens received threatening telephone calls followed by two burglaries at his London home. Then, more seriously, his name appeared on a multi-killer’s hit list, but he never gave up his fight to protect children
New information also shows that the Paedophile Information Exchange (PIE), a group Dickens tried to expose who wanted the age of consent lowered to four years old, were directly funded by the Home Office.

The papers also suggest that two men persuaded Carole Kasir to change it into a place for homosexual men in 1982.
According to the files, they then introduced her to Peter G, one of whose roles was to create a network of venues for Spartacus members.
Subsequently adverts appeared in the gay press, including Capital Gay magazine, promoting Elm for its sauna and video room and featuring the coded “discount” to Spartacus members message.
Spartacus International, a gay guide, identified Peter G as its commercial manager. It was the mechanism through which the Spartacus Club attracted members.
A German company has since taken over Spartacus International and transformed it into a respectable publisher of gay guides.
But in the early 1980s Spartacus Club and Spartacus International were run from Amsterdam by John Stamford, a former Roman Catholic priest from Lancashire, who moved to Holland after being convicted in England of sending pornographic material through the post. It was reported to have 25,000 British members.
The group was named after the leader of the Roman slave revolt, who has long been a gay icon, especially after the scene in Stanley Kubrick’s 1960 film in which the character of Crassus, a senator, is helped to bathe by his young slave, Antoninus.
Stamford masqueraded as a libertarian gay, but championed the Paedophile Information Exchange, a network that promoted sex with children.
Between 1979 and 1985, Stamford also published PAN, or Paedo Alert News, which described itself as a “magazine about boy-love.”
Spartacus was exposed by The Sunday Times in 1986. Undercover reporters were offered two boys in Manila, aged 8 and 14. Stamford was quoted as saying: “If you are discreet, I can guarantee you will get as many boys as you want in the Philippines.
“Our chaps there will fix it up, and all it will cost you is a meal for the guides, and just the equivalent of a pound or so for the kid per night.”
Stamford died in prison of a heart attack aged 56 in Belgium in 1995 just before he was due to stand trial on child sex charges.
A guesthouse where 30 years ago the rich and powerful are feared to have abused young boys is under police scrutiny again
Rocks Lane is a conspiracy theorist’s dream, taking in allegations of the grooming of young boys in care for sex, elaborate gay parties involving senior public figures including members of the Conservative Party, charges of a police cover-up and even the suggestion of murder.
The police believe that in the context of the Jimmy Savile scandal and renewed claims over the treatment of boys in care in North Wales, there is every reason to look again at an extremely murky saga.What is known is that in the late 1970s, the Elm Guest House on Rocks Lane was a safe, unthreatening meeting place for homosexual men free from the stigma of a sexual orientation legalised barely a decade earlier.
According to a former friend of Carole Kasir, the guest house’s German-born manager, she initially regarded herself as offering gay men an opportunity to “be themselves” without fear.
Rocks Lane, which overlooks a playing field, was known to homosexual men as it is close to Barnes Common, itself popular with gay men for cruising.But Elm Guest House’s willingness to accommodate a small industry (“It became a convenient place for rent boys to take their clients,” says one person familiar with the place), began to attract the attentions of the local police force.
One neighbour remembers a months-long police stakeout: “They were there all the time. Police hiding behind the trees to look at the property was a running joke with the neighbours.”In 1982, the police learned that one of the guest house’s parties was to take place, and the Met’s notorious Special Patrol Group, the precursor of the Territorial Support Group, duly raided the property, resulting in a number of charges being brought against Kasir.
The fact that two police officers were in the house at the time of the raid has fed the speculation. The IoS has established that, according to an officer closely involved at the time, two officers were embedded as guests in the property for two or three days, one even pretending to have a broken arm, hiding a police radio in a plaster cast to make secret recordings.
If there was a cover-up, it appears not to have involved the local police force, who seem to have been assiduous in seeking to have the place closed down.As many as 12 boys gave evidence to the police to the effect that they had been abused by men at the house, The IoS has established, but the only conviction was the comparatively minor one of running a disorderly house (ie, a brothel).
“Abused boys do not always make the most impressive of witnesses once they get into the witness box,” someone involved in the case said. “The real unlawful activity was underage sex. The police should have been able to make the other charges stick, but the boys were only ever interviewed with a view to them being witnesses against Carole, not as kids who were abused themselves.”The place continued to attract speculation. Who was at that party has never been established, but as time went on, more and more allegations began to emerge about Rocks Lane.
The local police paved the way for the raid, but at some stage Special Branch felt the need to get involved. Why was that, some have asked, unless there was something even murkier going on?
Child-protection campaigners alleged that boys had been taken from a local council-run home and abused, a line of investigation that police are now pursuing. What makes the Rocks Lane story so tantalising for the media is the list of alleged attendees at the parties.
Anthony Blunt, former keeper of the Queen’s pictures and an exposed Soviet mole, used to go the parties. Others have spoken of two High Court judges and a Foreign Office official attending.
Chris Fay, a social worker who worked for a small charity, the National Association for Young People in Care (Naypic), has alleged that a terrified Kasir had shown him about 20 photographs of middle-aged men with young boys, taken at what he said were kings and queens fancy-dress parties, attended by a number of powerful and well-known people.
One, Mr Fay alleged, featured a well-known public figure wearing nothing but a French maid’s apron alongside a young boy nude apart from a tiara.In 1990, at the age of 47, Kasir was found dead in her flat. The coroner’s inquest concluded that, a diabetic, she had suffered an insulin overdose.
Two Naypic employees told the coroner they believed that because she seemingly had not had an insulin injection for three days, she had been murdered, the victim of powerful people who feared she knew too much. Nonetheless, she was found to have committed suicide, worn down by an eight-year battle to have her son, who was taken into care after her conviction, returned to her.
The alleged presence of household names adds to the intrigue, but in a celeb-obsessed age, there is a danger that, should such names not materialise, Rocks Lane will be seen as “just another” child abuse case. Yet police sources fear that dozens of boys were either taken or on the run from care homes to be abused. By any standards, that should be a big story.

Peter Righton, a notorious paedophile had first been exposed 20 years before.It wasn’t until Customs and Excise intercepted child pornography posted to him from Holland, in 1992, that police raided his home and found hundreds of letters between him and other paedophiles, revealing he had abused, prostituted and shared numerous boys.In September 1992,
Righton pleaded guilty to three charges of importing or possessing obscene material
Righton’s correspondents included an assistant bishop, artists, aristocrats and public school teachers.
It then emerged that Righton’s lover ran a school for emotionally disturbed children, and Righton was vice-chairman of governors. New Barns School in Gloucestershire, which was attended by many children from London care homes, was investigated and closed down on child welfare grounds.A criminal trial followed and all eight staff including Righton’s lover were cleared of charges of conspiring to falsely imprison. Another teacher was jailed for the sexual abuse of girls.
But concerns could have been raised years before, if only a far-Left council in London had acted as it should have.It was a squalid case that in other circumstances might have warranted only local interest.But Righton, then aged 66, was no ordinary child sex offender. He had been a very senior and respected figure in the field of residential child care, and a former consultant to the charity the National Children’s Bureau, whose patrons included the then Health Minister, Virginia Bottomley.
After his conviction, it emerged that Righton was a founder member of the Paedophile Information Exchange — a contact group for men interested in sex with children. PIE did not present themselves as child abusers but “child lovers”, keen to “liberate” children from sexual “repression”. Their literature hijacked the language of liberation to persuade gay men and women, feminists and radicals that they had common interests in challenging “the patriarchy”.
Their propaganda was skilful and it still reverberates. Some of Righton’s colleagues fell for this and later admitted that they were scared to challenge his enthusiasm for sex with children lest they seem “anti gay”. Many youngsters made serious allegations against Righton.
Righton published essays justifying paedophilia, which he called no more mysterious than “a penchant for redheads”

A former Tory cabinet minister was pictured in a video allegedly featuring child sex abuse, it has been claimed.The tape is believed to be among a batch of films seized by customs officials and handed over to MI5
No details about it have ever been made public.But the customs officer who seized the haul is said to have identified the ex-minister in the footage.However, he declined to say whether or not the politician was participating in the alleged child abuse.
A investigation has uncovered evidence that the cassette was confiscated at Dover in 1982.
A seizure notice shows a customs officer took custody of three 8mm films, three video cassettes and an order form.The notice said the items were “seized as liable to forfeiture upon the grounds that the said goods are indecent or obscene articles”.
Friends of the customs officer, now retired, have confirmed he told them this week that he recognised the minister in the film – but would not say anything else after his former bosses reminded him he had signed the Official Secrets Act.This week the officer was too frightened even to open his front door, and said he was unwilling and unable to comment.
He said: “I am bound by all these regulations until I die.”The existence of the video is likely to be seized upon by Operation Fernbridge cops investigating claims of a historical VIP sex abuse ring.They are understood to have already spoken to the ex-minister about another video that places him at a sex party involving teenage boys three decades ago.
Now they are expected to speak to the customs officer.The video was seized at Dover’s Eastern Car Terminal along with other child pornography.It was being brought into Britain from Amsterdam by Russell Tricker, a British-born businessman based in the Dutch capital. He was held for two hours and officials confiscated the tape.
The customs officer then passed the case over to senior managers at Customs and Excise – since reorganised as part of HM Revenue and Customs.They took no further action against Mr Tricker, and are understood to have passed the tape to MI5 .The seizure notice gave brief details of some of the material, showing one of the videos was titled “GB10”.
A child abuse victim has told Exaro that this video showed boys, some of them “runaways”, who could be “ordered” by paedophile clients.Another video was called “Amsterdam Tramway Museum” and featured images of boys from elsewhere in Europe who could be procured by perverts.

I did not know what was inside them.”Mr Tricker said a business associate had asked him to take the packages into the country and then post them to an address in the UK.
Asked whether he was aware of claims that an ex-minister and child sex abuse featured on one of the videos, Tricker denied any knowledge of the content.“They were just confiscated, and I was allowed to continue my journey. They detained me for two hours,” he said.Mr Tricker confirmed he was convicted of a child sex offence in the Netherlands in 1992 and jailed for two-and-a-half years, but said he was cleared on appeal and released after five months.His lawyers were able to show that the boy concerned had carried a false identity card and had pretended to be above age, Mr Tricker said.
The boy was later shot dead in Amsterdam, he said.“It is a sad story,” he added.
