Former scout leader abused young girls

Abuse by 81-year-old former scout leader Peter Bradley included sex assaults on a young victim in a shop, and while a girl was watching the Disney Channel.

Sentencing Bradley to 18 years in jail Judge Rupert Overbury described him as a dangerous offender and said that in view of his age it was likely he would spend the rest of his life in prison.

He said the effect of the offences on Bradley’s victims had been “catastrophic”.

Bradley, of Abbott Road, Bury St Edmunds, admitted two offences of rape, nine offences of indecent assault, two of sexual assault, assault of a child by penetration, indecency with a child, causing a child to engage in sexual activity and sexual activity with a child.

He was jailed for 18 years with a two year extended licence period and ordered to sign the sex offenders’ register for life.

Judge Overbury told Bradley, who appeared via a prison video link that he would have to serve at least two thirds of his sentence before he could be considered for release by the parole board.

The court heard the offences spanned a period of 34 years from 1983 to 2017 when Bradley was aged between 46 and 80 years and his five victims were aged from four to 15.

David Wilson, prosecuting, said on one occasion Bradley, who had been a venture leader, sexually assaulted a ten-year-old girl in the Scout shop in Guildhall Street in Bury St Edmunds in the 1980s.

Mr Wilson said Bradley had pulled down the girl’s trousers and stood behind her pressing himself against her.

He had placed one hand on her breasts and one down her trousers and touched her between the legs.

During the assault Bradley told the girl he would buy her a pair of jeans.

Mr Wilson said another victim had described Bradley “groping her” when he gave her a lift in his car.

He said the four-year-old victim had told a relative that Bradley had touched her between the legs.

Another victim told police she had been orally and vaginally raped by Bradley and had also been sexually assaulted by him while watching the Disney Channel on TV.

Bradley was arrested in August last year and told police: “I’ve been naughty and that’s why I was expecting you.”

Sally Hobson for Bradley said he found it very hard to live with what he’d done and had tried to kill himself

Scout master jailed for sexually abusing two boys

A former scout master and foster parent has been jailed for 10 years for sexually abusing two children.

William Quigg, 77, of Bridge of Weir, Renfrewshire, showed no emotion as he was sentenced at the High Court in Livingston.

The offences took place between 1980 and 1986 at addresses in Glasgow.

One of his victims Ian Johnstone, who has waived his right to anonymity, said he was pleased with the sentence.

Mr Johnstone said: “It has been a 31-year fight to get justice, but I am satisfied with how justice has been delivered.

“Ten years will afford Quigg much time to contemplate his offences and the effects they had on his victims.”

Mr Johnstone added that the sentence was significantly less than the time he has had to deal with the consequences of the paedophile’s crimes.

He added: “I hope others affected by Quigg will now feel brave enough to come forward.

“Justice works no matter how long ago the offences took place. “

Quigg, who was convicted last month, was told by Lord Burns that the abuse he perpetrated was “of the most grave kind”.

The judge said one of the boys had told the jury he had submitted to sexual abuse by Quigg rather than being sent back to a care home.

He said: “I can’t ignore the serious breach of trust that these offences represent. You exploited them for your own sexual purpose.”

Quigg was told his name would remain on the sex offenders register indefinitely.

Mark Stewart, defending, told the court the case was one of extreme abuse which represented a gross breach of trust.

He said: “It’s a matter of practical fact that he is a man who is 77 years of age now.

“It’s accepted that he faces a significant custodial sentence.

“He understands he may not live to see his liberation from this sentence.”

Quigg raped Mr Johnstone when he was aged between 12 and 15 and sexually abused another teenage boy.

Mr Johnstone said he was abused by Quigg on a daily basis after he was placed with a foster family in Clydebank, West Dunbartonshire.

He told BBC Scotland: “Over the five or six years I was with them sexual abuse was basically a daily occurrence.

“And severe sexual abuse occurred on many occasions.”

Mr Johnstone said he first complained about Quigg, a former Scout leader and Scout commissioner, in 1989 but it took 30 years for him to finally be brought to justice.

Quigg admitted sexually abusing one boy who was aged between 12 and 15 but he denied raping Mr Johnstone and sexually abusing him from the age of 12 to 16.

But the jury did not believe him and convicted him of all the abuse.

OAP convicted of sex abuse of two young boys

A pensioner has been convicted of sexually abusing two boys more than 30 years ago.

William Quigg, 77, of Bridge of Weir, raped Ian Johnstone when he was aged between 12 and 15 and sexually abused another teenage boy.

The offences took place between 1980 and 1986 at addresses in Glasgow.

Mr Johnstone, who waived his right to anonymity to speak to BBC Scotland news, said he was abused by Quigg on a daily basis.

He said the abuse began after he was placed with a foster family in Clydebank. Quigg was his foster father.

“Basically over the five or six years I was with them sexual abuse was basically a daily occurrence,” he said.

“And severe sexual abuse occurred on many occasions.”

Mr Johnstone said he first complained about Quigg, a former Scout leader and Scout commissioner, in 1989.

He said he was a scout in Quigg’s troop.

He believes a number of people suspected he was a paedophile and did nothing.

He wants a change in the law.

“I think if somebody chooses not to report child abuse, in some ways they’re almost as guilty because they’re allowing it to happen; they’re enabling it to happen,” he said.

“I think it should be against the law. Certainly it would have stopped a lot quicker if somebody had reported it sooner.”

Speaking of getting justice more than 30 years on, he said: “There’s no victory in this at all for me. There’s a release and a moving forward. Can I move on from it? Maybe, with this verdict maybe I can move on.”

Quigg admitted sexually abusing one boy when he was aged between 12 and 15, but he denied raping Mr Johnstone and sexually abusing him from the age of 12 to 16.

But the jury did not believe him and convicted him of all the abuse.

Judge Lord Burns described the case as “distressing” and placed Quigg on the sex offenders register.

He was remanded in custody ahead of sentencing at the High Court in Livingston next month.

Scout leader and trainee teacher from Whalley admitted child sexual abuse images offences

A scout leader and trainee teacher admitted child pornography offences when he appeared before Blackburn magistrates.

The court heard police went to Simon Teale’s home in Whalley in response to information received.

They seized computer equipment which was later found to have indecent images of children of all three levels.

Teale, 50, who gave his address as Preston New Road, Blackburn, but previously lived at Abbots Croft, Whalley, pleaded guilty to making 33 category A indecent images, 62 category B images and 233 category C images.

He was sent on bail to Preston Crown Court to be sentenced.

Andy Robinson, prosecuting, said some of the images were ‘fairly extreme’.

“They show penetrative sexual activity involving children as young as three and four,” said Mr Robinson. “Some of the children in the photographs were clearly in some distress.”

Ben Leech, defending, said it was accepted the offences would go to the crown court to be sentenced.

Trusted police officer and scout leader exposed himself to teen during webcam chat – despite previous warning over social media use

A trusted police officer and scout leader exposed himself during a webcam conversation with a teenager.

Stephen Purnell, who was employed by Northumbria Police and was also Assistant Commissioner in the scout movement for the Durham area, had asked a 16-year-old boy intimate questions during a series of conversations before he showed his private parts.

The youth told police he was “shocked and embarrassed” by what he saw during the incident, which happened between July 2012 and September 2013.

Newcastle Crown Court heard 38-year-old Purnell, who was scout leader at the Houghton unit, had already had a warning, in around 2010, from the Scouting District Commissioner for using Facebook to speak to teens who were under 18.

His communication with and exposure to the teenager was eventually revealed when police seized his home computer equipment in April 2017 as part of an investigation into his use of the police force computer.

The court heard he received a caution for misuse of the police system late last year and resigned from the force. He now earns £1,200 per month working in a call centre.

Prosecutor Paul Reid told the court Purnell had chatted with the teen, on his home computer, using MSN, Facebook and Snapchat, initially about everyday matters.

Mr Reid added: “It then went on to more personal subjects.

“The defendant said he thought he was bisexual and asked if he watched pornography and if he had ever thought about experimenting in sexual matters with a man.

“On one occasion he exposed his private parts to him, on camera.”

The court heard in later messages Purnell apologised for the “webcam c**p” and told the teen: “It is not something you should have seen, sorry.”

Purnell, of Washington, told police he had had “banter” with the boy but denied talking over webcam.

He later pleaded guilty to exposure.

Judge Stephen Earl sentenced him to a community order for two years with supervision requirements and £1,500 costs.

Purnell must sign the sex offenders register for five years.

Judge Earl said it was a concern that Purnell had already been “warned off” with regard to social media contact.

The judge told him: “You had had safeguarding training.

“Despite that, you were challenged in about 2010 by the County Commissioner for using Facebook to communicate with people under 18.

“You were given various advice and warnings about the inappropriateness of such contact.”

James Leddy Snr – Dublin

July 2019

Sentencing of former scout leader who abused boy (13) delayed

The sentencing of a former scout leader who abused his 13-year-old neighbour has been delayed over confusion surrounding whether or not he accepts his guilt.

James Leddy (55) of Sheephill Avenue, Blanchardstown, Dublin was found guilty of three counts of indecently assaulting Colm Bracken at Leddy’s former home on Maryfield Avenue in Artane on dates between May and September 1981.

Leddy had pleaded not guilty but was convicted on all counts by majority verdict after a trial at Dublin Circuit Criminal Court last December.

Judge Pauline Codd was due to sentence Leddy on Monday but adjourned sentencing until October pending a new probation report.

Fiona Murphy SC, defending, said Leddy had no recollection of the offences but accepted the verdict of the jury and knew he must take responsibility for his actions.

“There is an acceptance of wrongdoing,” she said.

However, Judge Codd cited a previous Probation Service report saying that Leddy “adamantly denies” his guilt, and said she could not pass sentence without clarity on Leddy’s position.

“I’m getting conflicting messages,” said Judge Codd.

The court heard Leddy was a former leader of the 49th Ardlea Scouts Troop and a married father-of-five, with no previous convictions.

Colm Bracken (51), who waived his right to anonymity, wrote a victim impact statement read out on his behalf. He said he grew up a few doors down from Leddy and joined the 49th Ardlea Cub-Scouts aged seven and moved to Scouts at 11.

Mr Bracken said his happy, carefree childhood in a close-knit community disappeared when Leddy first abused him in 1981, around the time of his 13th birthday.

He said he had been playing on the street with a friend when Leddy called him over and invited him in to his house to learn First Aid.

Leddy offered the boy a cigarette and asked him to sit on his lap. Leddy then told the boy to lie across his lap, before pulling down his trousers and sexually assaulting him.

Mr Bracken told gardaí he didn’t know what was going on. Leddy told the child not to tell anyone or he would tell his parents that he’d been smoking.

“My father would have killed me if he found out I was smoking. My silence was a guarantee,” said Mr Bracken.

The court heard that Leddy abused the child some days later and several more times over the course of the summer.

Mr Bracken said he could not comprehend how different his life might have been had he not crossed paths with “a paedophile dressed as a scout leader”.

He said his life became a living nightmare, where memories of the abuse were like a horror movie that played endlessly in his head “with no off or mute button”.

The court heard Mr Bracken worked seven days a week to try to distract himself and had spent several long periods in hospital, strapped to a bed on suicide watch.

He said on one occasion, he had been standing on a bridge ready to jump when a phone call from his son made him realise he could never transfer his pain onto his son’s shoulders.

Mr Bracken said when he realised that Leddy had a private bus hire company with access to children, he decided to contact gardaí in 2011.

Garda Deirdre McInerney told Gerardine Small, prosecuting, that Leddy made a voluntary statement in 2013 at the request of gardaí.

Leddy told gardaí he knew Mr Bracken as a neighbour but didn’t understand the accusations and didn’t remember anything.

Ms Murphy SC, defending, said Leddy was 17 at the time of the offences and had gone on to live a productive life. A letter from Pieta House confirmed Leddy was attending counselling.

She said her client left school at 14 and worked various jobs including as a taxi driver before working as a bus driver until 2017.

She said Leddy is on the Sex Offenders’ Register which is part of his punishment, and was subject to publicity after his conviction as well as considerable abuse online.

In the victim impact statement read out on his behalf, Mr Bracken said that going through a trial was like “reliving the hell” Leddy had put him through in graphic detail under public scrutiny, and had caused great distress to his wife, family and ageing parents.

He said the although the guilty verdict brought “some relief” in that he had been vindicated in a court of law, it would never eradicate what Leddy had done.

Mr Bracken said he would probably remain an outpatient at various psychiatric institutions.

Perverted scout leader guilty of abuse

A former scout leader lured a 12-year-old boy into his home on the pretense of teaching him first aid before indecently assaulting him.

James ‘Jim’ Leddy Snr (55) – pictured – is one of the first people to be convicted since over 300 victims were identified in the Scouting Ireland child sexual abuse scandal.

The paedophile was found guilty of indecently assaulting a young scout who he lured into his home and abused several times in 1981.

Now brave victim Colm speaks out about the abuse he suffered at the hands of James Leddy Snr and is also urging other victims of abuse to come forward.

Leddy, who was a member of the Ardlea scouts in Artane but now lives in Blanchardstown, will be sentenced next month for indecent assault following a trial at Dublin Circuit Court in December.

Colm explained how he was first targeted after Leddy promised to teach him first aid- and how he attempted to take his own life three decades later because of the abuse he suffered at the hands of the scout leader.

“I would have went into the scouts in ’81, that’s when this all happened. Jim Leddy was an APL (assistant patrol leader). He would have been over been over a load of lads.

“I would have lived on the same street as him, maybe 40 yards away from my parents house,” he said.

“I was out playing football during the Summer, doing what you do as kids, and he called me over to the house and said ‘Do you want to know how to do first aid’ and I said ‘Yeah no problem’.

“I don’t want to get into too much detail; it started with him opening my trousers and I was lying across his lap in the back room.

“It was my first sexual experience.

“It lasted 15 minutes all told from start to finish and on the way out I was told not to tell anybody. ‘If you tell anybody I’ll have to tell your parents you’re smoking’ he told me.

“I didn’t think too much wrong with it at that stage, you carried on, you’re a kid so you went back playing.”

James Leddy Snr would go on to indecently assault Colm Bracken on two more occasions, including an oral sex assault on the then 12-year-old in the front room of his home.

It took away Colm’s childhood from him, forcing him to stay away from the place he had grown up in.

“I took myself out of the area and hung around an area up the road. I would go to school homework dinner and then away. I took myself away from the area I grew up, away from my friends.

“The worst thing was, I didn’t see my sister or younger brothers grow up.”

Colm attempted to bottle up what had happened, and said he kept his mind off it with work and later his young family over the following years.

However, in 2008, years of bottling up the abuse took its toll and his mental health deteriorated.

“Late 2008 was the final straw, I couldn’t do it anymore. I wanted to kill myself, commit suicide, I felt like I let everyone down; My wife, my kids.

“Anyone I knew, I was bottling it up.

“I ended up in Vincent’s on suicide watch. I was there for about four or five weeks as a day patient.”

Colm’s wife Lisa described one of the occasion where she visited him in St Vincent’s Hospital where he was being held after attempting to take his own life.

“It was very difficult for me to walk into Vincent’s Hospital in what looked like a cell. I was looking at my husband strapped to his bed in a psychiatric hospital having been brought in with a rucksack with a rope, a knife and other paraphernalia to kill himself.

“I was driving the streets during the night looking for him, he was declared a missing person.

“I think there needs to be recognition of the catastrophic affect that all of this has caused in his life. When people look at someone who has been abused, they look at it as something that happened but think its gone, that it’s only a memory. It isn’t, it has a ripple effect,” she said.

Over 30 years had passed since the abuse, and no formal complaint had been made to gardai.

However, having learnt that his abuser was working around children as a school bus driver, Colm decided to contact gardai about the James Leddy Snr’s crimes.

“I found out where he was and what he was doing. He was involved with children, and I said
‘That’s it, he has to be stopped,’” Colm said.

Gardai were contacted and following a formal complaint and an investigation by detectives based at Coolock garda station, James Leddy Snr was charged.

However, despite suffering unimaginable pain from his abuser, Colm asked gardai to wait until after Christmas when he learnt that gardai were planning to arrest him just before Christmas.

“It was coming up to Christmas time and I asked the guards not to arrest him until after. Why should his family suffer over what he has done. I do feel sorry for his family, they’re not to blame. I’m not doing this to hurt them, it’s to get it out there to other victims who have been abused.

“Then the whole court process starts and you’re constantly blaming yourself. ‘Why me’ is a big thing, and asking if you’re the only one.

“It’s a matter of acceptance, of people believing in you. The sixth year, you get your justice and you sort of feel when 12 people come back with a plea of guilty. I’m actually believed, these people who don’t know me believe me.

“You feel vindicated, you feel like you can take on the world. The reason I want to talk, to do the interview is to get more victims to come forward.

“I won’t lie, it’s not easy for anybody, but you’ll get there in the end. I waved my right to anonymity straight away, I’ve opened the door, so for anyone out their, go ahead and jump on the wave because the more the likes of him are put away, the better.”

Another notorious paedophile within the scouts was jailed in 2015 after being convicted of indecently assaulting Colm – and is currently before the courts over separate incidents.

Looking back at his time in the scouts, Colm describes it as a “sweet shop”, with hundreds of vulnerable children available for those who should be protecting them to prey on.

“I always described the scouts, it was like a sweet shop and they were coming in to buy. It was like a candy store. That’s the way I’d describe it, it was like a big sweet shop to them.

“There’s a lot of guilt, your own guilty, and that rips into you and even thought you’ve done nothing wrong, the one question I want him to answer is ‘Why me?’.

“It’s all about ‘Why me’, it’s the big question. What did I do to deserve what you did to me.

“You want to know did he scope me out, was I a long term target, what did you get on me. For me it was smoking, his whole thing was he’d tell my parents I was smoking; back then that was voodoo, smoking.

“They take away the innocence of what life should have been for you. That’s all taken away from you. On the sexual end of things, that was all taken away,” he says.

A review into the widespread abuse carried out by Scouting Ireland members has so far identified over 300 victims and more than 200 suspected abusers.

However, Colm fears the number may be far higher, and is continuing to urge victims who have not yet spoken out to have their voices heard.

“I’m delighted It’s out there, it’s never too late, you’re never too late to come forward. Anybody who has been abused, come forward.”
