Former Swindon councillor in court after vile child abuse videos found on his iPhone

A perverted ex-councillor who championed faster broadband speeds and blasted police as incompetent has been spared jail – despite downloading vile abuse images of children.

Damon Bower, who once served as vice-chairman of Haydon Wick Parish Council last year, had a film on his iPhone showing a girl of between eight and 10 years of age being sexually assaulted.

The 49-year-old had a small collection of indecent images on his mobile, together with fantasy stories detailing child abuse.

However, after hearing Bower had lost everything as a result of his conviction, a judge stepped short of jailing him – instead imposing a community order.

Colin Meeke, prosecuting, told Swindon Crown Court police had visited the paedophile councillor’s north Swindon home last June. They had received a tip-off that someone at the address had uploaded vile material to the internet

On Bower’s mobile phone, detectives found a film in the worst category, another short clip in the middle band and images in the lower range.

He said, though not the subject of any charges, they also found a number of fantasy stories talking about child abuse on his devices.

“Once these were examined the defendant was interviewed. He admitted that he knew what indecent images of children were,” Mr Meeke said.

“He accepted that he was the account holder and he said that he was vehemently opposed to child pornography because someone he knew had been raped at a young age and he would never let anyone hurt children.

“He accepted he had indulged in fantasy chat about child sex abuse. He couldn’t remember how he received the images of child sexual abuse, he assumed it must have been through some sort of private messages. He accepted there would be some. He knew it was wrong and he apologised for it.”

Bower, formerly of Oakhurst, but now living in Southsea, Hampshire, pleaded guilty to three counts of making indecent images of children.

Imposing a three-year community order, Judge Peter Crabtree said: “It needs to be clear, if it isn’t clear, this is a course I am taking which is a direct alternative to an immediate custodial sentence.”

He pointed out that there was a relatively low number of images recovered by the police and probation believe he can be managed and rehabilitated in the community.

Bower must abide by a sex offenders’ programme as directed, do 100 hours of unpaid work and 15 days of rehabilitation days and abide by a sexual harm prevention order.

He served as a Haydon Wick parish councillor from 2015 to July 2018, when he stepped down. He had served as vice-chairman of the council and subsequently as chairman of the planning committee.

Bower welcomed a parish revamp of children’s play areas in late 2016, telling the Adver it showed what the council could do for the community.

In May 2017, he welcomed the prospect of faster broadband speeds as BT Openreach began installing new cables in north Swindon following a residents’ campaign.

Later that year, he was quoted in the Adver grilling Wiltshire’s police commissioner on the perceived lack of response from police in the face of gang violence in Haydon Wick. Residents were patrolling the streets because they felt police were “inept and incompetent”.

September 2019

Father and son both had child abuse images at same house

A father who created child abuse images on his computer has been jailed after his son found them and posted them to an internet friend.

Stephen Rawlinson used photo manipulation software to turn innocent images of children into indecent ones and was found with 139 on his Dell computer.

His son William also had an interest in child abuse images. He downloaded more than 2,000 from the internet put some of his father’s images off using a USB memory stick.

He went on to send 22 images to a contact who he had made through the Kik messenger app shortly before police raided the home in South Street, where both men lived at the time.

The 56-year-old father has a previous conviction for downloading child images and was jailed at Exeter Crown Court while his 27-year-old son was sent on a sex offenders’ programme.

Police found the pseudo-photographs which Stephen Rawlinson had created when they raided the house in September 2017. He admitted what he had done but said he knew nothing about images being shared on Kik.

His son then admitted that he also had an interest in child abuse images and had been downloading them from the internet. He had also been chatting online and had sent 22 on Kik. He also found his father’s images and had some on a memory stick.

Both men, of South Street, South Molton, admitted three counts of making indecent images of children. William Rawlinson also admitted distributing images.

Stephen Rawlinson was jailed for eight months and his son was sent on a sex offenders’ treatment programme as part of a three year community order.

Both were put on the sex offenders register and made subject of Sexual Harm Prevention Orders which restrict their future use of the internet by Judge Peter Johnson.

He told the father:”You have a significant conviction from 2010 when you considered yourself fortunate not to get an immediate sentence. Within a relatively short time, you offended again.”

He told the son:”You are in a different category. You are of good character. You do not seek to blame your father but I bear in mind the effect which his previous conviction must have had some influence on you.

“You had a very unhappy start in life, in part because of your father’s predilections.”

Miss Kelly Scrivener, prosecuting, said police went to the home which the two men shared on September 2, 2017 and initially spoke to the father, who admitted manipulating images of children to make them sexual.

He was asked about the use of the social media platform Kik but knew nothing about it and police then interviewed his son, who was found with child images in a dropbox on his phone admitted sending some on Kik.

He also admitted downloading images from the internet and storing some of his father’s images on a USB stick.

In total, the father created 11 category A, 16 category B, and 112 category C images between 2009 and 2017.

His son made one category A, 233 category B, and 2,005 category C images or movies between June and September 2017, and distributed 22 category C images.

February 2020

Pensioner who tried to contact children online had animal and child abuse images

A pensioner who tried to contact children online was found with images of abuse and bestiality on his computer.

Basil Young’s devices were seized by police from his home in Buckfastleigh when he was arrested in October 2018 and experts recovered a small number of images showing children being sexually assaulted.

They also found a much larger collection of photographs which depicted adults having sex with animals including dogs and horses.

Young, aged 77, of Old Totnes Road, Buckfastleigh, admitted four counts of making or possessing indecent or prohibited images of children and one of possessing extreme pornography.

He had admitted attempting sexual communications with a child at a different hearing last year, at which he was sent on the Horizon sex offender programme by magistrates.

Judge David Evans impose a new two year community order at Exeter Crown Court under which Young will continue the 31 session Horizon programme and undertake 50 days of rehabilitation activities.

Mr Robert Yates, prosecuting, said Young was arrested at his home on October 11, 2018, and convicted of sexual communications with a child while his devices were still being analysed.

An examination showed he had six images of serious abuse of children by adults and five in lesser categories, as well as one prohibited image of a child. There were also a large number of extreme pornographic images.

Man sexually assaulted girls more than 50 years apart

A pensioner faces jail for sexually abusing two girls more than 50 years apart.

Stuart Ferguson, aged 70, has admitted offences starting in 1964 and ending in 2019.

He was only 14 himself at the time of the first abuse

Ferguson, of Week Street in Maidstone in Kent, pleaded guilty to two counts of indecent assault against a child between 1964 and 1970.

He admitted another offence of indecency with a child over the same period.

Ferguson also pleaded guilty to three counts of sexual assault of a second girl between 2017 and 2019.

The offences happened in Plymouth, another part of Devon and other areas across the country.

Ferguson pleaded not guilty to two similar offences of indecent assault on the first child in the 60s.

Emily Pitts, for the Crown Prosecution Service, said those pleas were accepted and no trial would be needed.

The barrister said that prosecution and defence still had to agree on the basic facts behind the offences.

Recorder Jo Martin adjourned sentencing until March 26 for a probation officer to prepare a report.

Ferguson was released on unconditional bail.

He has already been placed on the Sex Offender Register.

Dog owner jailed for neglect of elderly Shih-tzu Sophie

A 33-year-old woman has been jailed for neglecting her elderly Shih-tzu dog by leaving her to suffer without the care she desperately needed.

Marina Bradley, 33, of Tor Hill Road, Torquay, Devon, was sentenced to 24 weeks in custody and disqualified from keeping animals after her appearance before Newton Abbot Magistrates Court.

RSPCA Inspector Sarah Morris began an investigation for the animal welfare charity after Devon and Cornwall Police seized a dog they had discovered alone and in a distressing condition in Bradley’s flat.

Elderly grey and white female Shih-tzu, Sophie, had fur that was matted in places and bald in others, severe dry eye, overgrown nails with some cutting into her feet, a flea infestation, sore skin, and other health issues.

Sophie had live fleas crawling over her whole body and there was flea dirt in her coat. She had extensive fur loss on her head, from half way down her back, down her back legs and tail.

Her eyes were glued together with thick green pus and she was unsteady on her back end.

The veterinary team who looked at her also said she was whimpering in distress and was tirelessly itching herself when she first arrived at the surgery after being rushed in by the police.

Shocking photographs were shown to the court to show the extent of the neglect

Alongside the ten year disqualification from keeping animals, which cannot be appealed for five years, Bradley was sentenced to 24 weeks in custody, 16 weeks for the animal welfare offence, and 8 weeks for breach of a suspended sentence, to run consecutively, when she appeared before the court
